  • Born in 1974 in Sulęcin. Graduate of the Warsaw School of Economics (Economy) and the University of Warsaw (Law). Postgraduate studies in European Integration at the University of Sussex. Recipient of scholarships from the U.S. Department of State and the Ministry of Foreign Affairs of France.


    He began working at the Office of the Committee for European Integration (UKIE) in 1998, first as a specialist in EU budget and institutional issues, cooperating with the Chief Negotiators on Poland’s accession to the European Union. Next, he coordinated and participated in negotiations on the 2007-2013 Multiannual Financial Framework. He was Director of the UKIE Analysis and Strategy Department from 2004 onwards. Between 2008 and 2009, he was Undersecretary of State at the Office of the Committee for European Integration and National Aid Coordinator for the PHARE and Transition Facility programmes.


    Piotr Serafin was appointed MFA Undersecretary of State after the merger of UKIE and the Ministry of Foreign Affairs. Since February 2010, he was the Deputy Head of Cabinet of the EU Commissioner for Financial Programming and Budget Janusz Lewandowski.


    He is married and has two daughters.
