On December 19 2007, at Svetlogorsk (District of Kaliningrad), the Polish Veterinary Inspection and the Federal Service of Veterinary and Phytosanitary Supervision of the Russian Federation signed a Memorandum on the conditions of deliveries of animal products from the Republic of Poland to the Russian Federation.
Exports of raw unprocessed meat from Poland to the Russian Federation will be resumed on the day of signing of the Memorandum, i.e. December 19 2007 (exports of processed meat will be conducted in accordance with the rules already in force).
The parties further agreed in the Memorandum that Polish companies interested in exporting their products to the Russian Federation and previously not subjected to controls by the Russian veterinary service would undergo such controls in 2008. The parties also agreed on a system of information exchange between Polish and Russian veterinary authorities concerning shipments of Polish meat to the Russian Federation and on the establishment of a joint group of veterinary experts from the two countries. With regard to the shipment of live pigs to the Russian Federation, it was agreed that the farms interested in such exports would be subjected to controls. As concerns instances of avian flu in Poland, the Federal Service of Veterinary and Phytosanitary Supervision committed itself to apply the principle of regionalization, in line with the Memorandum signed between the European Community and the Russian Federation.
With regard to phytosanitary issues and food security, the parties discussed technical matters and agreed on the need to continue discussion on solutions that will permit the resumption of exports of plant products with Polish phytosanitary certificates.
