In 1999, the Ministry of Foreign Affairs established an office for the restitution of cultural goods, headed by the Minister's Plenipotentiary, Ambassador Wojciech Kowalski. It has the task of furthering Poland's efforts to offset wartime cultural losses. In these endeavors, the MFA cooperates with the Ministry of Culture, which registers the lost objects and publishes their catalogues, and with other competent Polish institutions, including museums, libraries and archives.
Polish diplomats and consular officers are involved in the search for lost art. Whenever a specific piece is identified, the office drafts a restitution application and follows it through. All the applications submitted to date have resulted in the return of valuable works.
The team also conducts talks concerning restitution of cultural war losses and prepares relevant materials. Issues pertaining to restitution of art around the world are subjected to a continuous analysis. Various conferences are used to present the Polish position to an international forum.
The unit also participates in the drafting of international agreements on the protection of cultural heritage.
Another area of activity is assistance to museums in Poland in enriching their collections through acquisition of foreign donations.
